Pairvi wishes to achieve closer collaboration with the stakeholders, beneficiaries, human rights systems and the state government. The focus of SCC is decentralization in terms of capacity building and human rights advocacy and monitoring to the state level and state coordination centres are conceptualized as the main tool for decentralization and bringing more focus and precision in the activities at the state level. It will seek to forge programme collaboration with other partner NGOs and stakeholders and the same time bring alacrity in programme response to the urgent human rights issues and policy imperatives.
The main responsibilities of the State Coordination centres are:
- Capacity building at state level on conceptual and operational understanding on Human Rights issues, standards and principles and invoking accountability of state for accessibility to these rights. Besides generic human rights, particular aspects related to food, livelihood, information etc. will also be addressed
- Advocacy and lobbying with state governments and other stakeholders.
- Multi stakeholder Consultation on urgent and emergent issues
- Scaling up of local issues to ensure macro-micro linkages by scaling up local issues at state and national level and bringing back relevant information at local levels.
- Providing relevant information support to local campaigns, NGOs and activists. The information may be supplied through newsletters, research studies, papers or periodicals based on the need. The state coordination centres may also document and publish relevant information through case studies, reports, socio-economic profile of marginalized communities etc.
- Emergency response and legal aid in order to enable access to human rights and justice for affected populations or victims of violations.
